Rice paper -or rice sheets- are made from a mixture of rice flour, tapioca, water, and salt. This mixture is spread out very thinly, steamed, and laid out on bamboo mats to dry. This creates the characteristic diamond pattern. Rice paper is used for making spring rolls. Want to know more about using rice paper in spring rolls? Read more about spring rolls here.
